(a) A stable aggregation of small bubbles, whose properties are such that the foam may be used as a flame-smothering blanket, or to prevent the entry of air, or tp suppress vapor. (b) A fire extinguishing medium consisting of a mass of stable bubbles formed in a liquid by chemical or other mechanical means.
