  skos:scopeNote "شخصی که برای تحقق یک عمل و به منظور برآوردن یک نیاز عمومی، داوطلبانه حاضر به همکاری می‌شود. برای نمونه می‌توان گفت کسی که داوطلبانه و بی‌آنکه مجبور شده باشد به یاری سازمان‌های اداری برای جلوگیری از آتش‌سوزی یا گسترش سیل یا کمک به زلزله‌زدگان می‌شتابد. به همین‌ صورت، گروه ساکنان یک محل که هنگام جنگ یا فاجعه یا واقعه مهم، اداره کارهای آن جا را به دست می‌گیرند و در عمل، جانشین سازمان‌های اداری می‌شوند که به علت وضع اضطراری یا حادثه، محل را ترک کرده‌اند. &quot;برنامۀ داوطلبان سازمان ملل متحد&quot; نیز که در سال 1970 به وسیله مجمع عمومی ملل متحد ایجاد شده، از ابتکارهای مربوط به صلح، امداد و توسعه حمایت می‌کند."@fa .
